Change palette scale?

Is there a way to change the scale of the palettes? The documentation says something about the bottom corner of the palette allowing this, but although a green dot appears when my cursor gets close, I can't drag to make it larger and clicking it only changes its orientation.

Hi, I just discovered that.  
 
Open the "windows' menu.
Select 'Palettes'  item.
In the drop down menu there will appear a 'scale palettes'.
Click, move the  slider to desired percentage.
 
The pallet shape may change so that you need to drag the corner to re-fit the icons in as you desire.  
Then save palette to keep the change.

To adjust a palette individually, hold down the Shift key, click on the blue bit at the top or left of the palette, and drag the the mouse.

Note that User Palettes (Windows>Custom Tools) which are not on-screen (de-activated) will not be re-scaled.
 
Before copying a re-scaled Icon to a User Palette (Ctrl_drag), activate the palette before re-scaling, else the Icon will be copied at 100%.  
(Otherwise, you will have to remember the scale factor that you used, and re-invoke it - the Script does not tell you the current scale status).
 
By closing all palettes that you do not want to be affected, you can also equalise the widths of icons of unequal width.
 
Not all user schemes show a blue square that Paul talks about:  
 Move a User Palette by clicking in the left area (where the Palette # is shown).  
 Arrange the icons within the palette, again with (Ctrl_drag).
 Crop (or expand) the palette area at the bottom-right corner.
