Merci d'avance

I think in Lua/Myrscipt (like in C) language a single equal sign is meant to assign some value to a variable (e.g. a=9). But you need a double sign to test an equality (e.g. if a==9 then ...)
So, your function should read
if RefNote==16 then RefNote=1 end

Forgive me if I'm trying to teach Granny to suck eggs (or maybe teaching an old ape to pull faces)...
To go back to your first post, do you habitually change ghost rests to real rests?  If so, then maybe that's part of the problem.
As you enter notes, the ghosts rests at the end of each bar are replaced by any notes and real rests that you enter.  If the bar limit is turned ON, and you try to enter a note that would overflow the current bar, you get the annoying arrow with the red line popping up.  But if the bar limit is turned OFF, then the note is split and the remainder of the note is put into the start of the following bar.
If the following bar is empty, then it fills up like a normal empty bar, replacing the ghost rests.  However, if the bar is not empty, then the overflowing note shoves everything sideways to the right.
As far as HA is concerned, a bar with a real semibreve (whole note) rest is NOT empty.  So if you overflow into the next bar, and that bar has a real rest in it, the rest is shoved sideways to make room for the overflowing note, and the effect ripples through the rest of that stave.
It should be possible to write a script that inverts the Make ghost rests into real rests command; such a script would turn on the bar limit, find and delete any real rests at the end of every bar, then reset the bar limit to its previous setting.  You could run the script, add your extra bars and do your creative thing, then run the command to make ghosts rests real.
Or maybe the enhancement you want is a special variation of the bar limit, such that if the current bar overflows, HA adds one new empty bar to take the overflow (either on one staff, or on all staffs).  This means that any shifting is always be one whole bar, and thus is easier to fix later on.

Take care, in case your music is imported from PDF or XML format, there may be some hidden clef change with 8va or 8vb.
I've just understood why a VS voice was singing so high in the middle of a tune! I removed some bars, and... following notes jump up one octave higher, there was an *** hidden clef in thoses bars.

Enter Nostalgia Mode....
My first experience with programming was using punched cards to enter Algol-60 programs on the university's computer.  When I graduated in 1975, my first programming job used punched cards for most work.  My second job had punched cards AND punched paper tape!
